PSBA started in 1968 in Quincy, Illinois primarily in the highway branch of civil engineering. Through client demand and personnel additions, the firm grew into other branches of engineering, including architecture, surveying and planning. Although the firm started as a proprietorship, the firm has evolved into a corporation owned by the professional staff.

In 1975 another office opened in Keokuk, Iowa in order to meet the demand for consulting engineering service in that area. In October 1976, PSBA purchased the office building at 701 Blondeau in Keokuk. After moving to this location, PSBA remodeled the office into an efficient Architectural/Engineering (A/E) office. In 1986, PSBA completed the restoration of both the interior and exterior of this property. In keeping with the historical significance of the structure, PSBA also used restoration techniques that maintained the historical character of the structure. The efforts put forth by PSBA in restoring this facility were honored at the November 1987 meeting of the Lee County Historical Society for an "Excellent Job of Restoration of an Old Building".

In 1978, PSBA constructed a new modern 4,000 square foot office building for its Quincy office. This particular structure is located just 2 blocks away from the East end of the new Quincy Bayview Bridge. This is a modern cable-stay structure built by the Illinois Department of Transportation and the winner of many State and National awards. The PSBA team was part of the project team for the design of the bridge. It is very fitting to have its Quincy office located so close to this magnificent structure. This office encompasses the most modern state-of-the-art equipment and in addition, the facility includes a soil and concrete testing lab.

Keokuk, IA, Office In 1993, PSBA designed and constructed a new state-of-the-art office building at 3523 Main Street, Keokuk, Iowa. The new building is a 7,200 square foot energy efficient brick building with a paved parking lot, setting on a 30,000 sq. ft. well-landscaped lot. This office includes state-of-the-art equipment including numerous computer aided design workstations, printing facilities, and other high tech equipment. The office includes several offices, a large drafting room, conference room, kitchenette, print room, storage rooms, and handicapped accessible toilet rooms.

In the fall of 1997, PSBA moved into a new “state-of-the-art” office building on South 54th Street in Quincy, Illinois. The building is a 15,000 square foot energy efficient brick building with a paved parking lot, setting on a 5.5 acre tract. This office includes state-of-the-art equipment: including numerous computer aided design workstations, printing facilities, and other high tech equipment. The office includes numerous offices, a large drafting room, conference rooms, kitchenette, print room, storage rooms, and handicapped accessible toilet rooms.

In November 2004, PSBA opened an office in the U.S. Federal Building in Hannibal, Missouri to serve the needs of that area.

The staff of PSBA has a widely diversified background. They have worked for municipalities, State agencies, Federal agencies, and other A/E firms. This gives PSBA a strong background in all areas of Engineering/Architecture/Planning/Surveying. PSBA is registered to perform work in many states including: Missouri, Iowa, Illinois, and numerous other states. Since beginning, PSBA has undertaken and satisfactorily completed numerous planning, design and construction projects throughout the Midwest. These include hospital renovation, medical clinics and asbestos management. PSBA has experience in the design of: freeways, streets, highways, levees, airports, municipal water treatment, water distribution facilities, wastewater facilities planning, wastewater treatment and sewerage collection systems, sanitary landfills, buildings of all types, subdivisions, industrial work and bridge design. In addition, PSBA performs other services including: geographic information systems, construction inspection, soil testing, land surveying, land use and zoning regulations, specification writing, and environmental assessments.

PSBA has been in business for over 40 years and is one of the areas largest full service A/E firm. The firm consists of 36 staff members, 21 of which are registered professionals. These include twelve (12) Engineers, two (2) Structural Engineers, six (6) Land Surveyors, two (2) Surveyors-in-Training, four (4) Architects, one (1) Registered Interior Designer, one (1) Registered Planner, two (2) GIS Specialists and three (3) Landscape Architects.
