ADAMS COUNTY GIS - 2002

The Adams County GIS 2002 is a ten-year multi-participant project designed to develop an accurate geographic information system for Adams County, Illinois. The GIS was designed to be executed in several phases. Poepping, Stone, Bach & Associates, Inc. began work on Phase I by distributing a user survey and conducting a needs analysis for the entire county. During phase II, Poepping, Stone, Bach & Associates, Inc. assisted the County in preparation and evaluation of a comprehensive GIS pilot project. Phase III consisted of the GIS base map development for the County. Phase IV involved cadastral mapping of the County, and included integrating the NSDI cadastral standards data model and providing quality control for the cadastral mapping. Phase V, which is ongoing, involves completing GIS development for the County, finalizing purchase of software, hardware and staffing, and preparation for routine system maintenance. Poepping, Stone, Bach & Associates, Inc. has provided professional guidance and technical support during all phases of this project. The American Society of Civil Engineers awarded this project the 1996 Outstanding Civil Engineering Achievement in Central Illinois, and it was chosen as one of the top ten engineering projects nationally.

Currently Poepping, Stone, Bach & Associates, Inc. is providing the following services to Adams County GIS:

· Parcel Maintenance: PSBA currently maintains the Adams County parcel data. There are approximately 45,000 parcels in the county that are maintained as part of this project. Deliveries are made to multiple county entities, as well as posted to the Adams County ArcIMS site (www.adamscountygis.com)

· ArcIMS development and maintenance: PSBA developed and continues to maintain the Adams County GIS site www.adamscountygis.com which was developed using ArcIMS

· Land Use development for Farmland Assessment: approximately 7,000 parcels in Adams County are designated as Farm Parcels. With the implementation of Bulletin 810 by the Illinois Department of Revenue, the taxing of these parcels will use a combination of the parcel boundaries, the designated land use, and the soils type. PSBA developed the Land Use data for this project

· GIS Consulting: General consulting and project management services have been provided to Adams County for the past 12 years

KANKAKEE COUNTY GIS

Poepping, Stone, Bach & Associates, Inc. began consultation on the Kankakee County project by submitting user surveys to the appropriate participants to conduct an inventory of the existing resources owned and used by the county on a day-by-day basis. Based on these surveys, Poepping, Stone, Bach & Associates, Inc. produced a needs assessment, which provided recommendations on a course of action. Poepping, Stone, Bach & Associates, Inc. has developed a request for proposals to assist the County in selecting a parcel mapping firm, reviewed candidates, and provided recommendations on which firm to choose. For the parcel mapping selection, we required the short listed firm to compile digital parcel data from one square mile of the County data and make a presentation of the problems they encountered, which provided the County with a great deal of helpful insight into the digitizing process. Poepping, Stone, Bach & Associates, Inc. has also assisted the County in determining who will be the participants in the GIS and from where sources of funding will originate. Poepping, Stone, Bach & Associates, Inc. has also been successful in obtaining State funding in the amount of $250,000 for the county GIS project, and has submitted for additional federal funding. In addition, Poepping, Stone, Bach & Associates, Inc. has delivered all available federal and state datasets to the County and has overseen digital orthophotography development. Poepping, Stone, Bach & Associates, Inc. has continued to provide quality control and project coordination services to the County as the project moves toward final implementation. Currently Poepping, Stone, Bach & Associates, Inc. provides GIS Consulting services for Kankakee County on a year to year basis.

OGLE COUNTY GIS

The Ogle County project began with an inventory of the existing resources owned and used by the County on a day-by-day basis. User surveys were distributed and participants were asked to summarize their current use of maps, databases, etc. The participants were also asked to share their vision of how the Ogle County GIS would operate in the future. Based on these surveys, Poepping, Stone, Bach & Associates, Inc. provided recommendations on a course of action. Poepping, Stone, Bach & Associates, Inc. has also assisted the county in determining who will be the participants and from where sources of funding will originate. Poepping, Stone, Bach & Associates, Inc. has assisted in Orthophotography development, produced a ground control request for proposal, and an implementation schedule, and continues to work with the County on quality control and project coordination. Most recently Poepping, Stone, Bach & Associates, Inc. wrote a parcel mapping RFP, and used our pilot selection process, which is highly recommended by other project managers. As in Kankakee County, three firms were short listed, and were given one month to create one square mile of GIS data to demo to the GIS Committee. From those three firms, Ogle County has now entered into contract with the successful firm. Poepping, Stone, Bach & Associates, Inc. has also been successful in writing grants for GIS software, in addition to funding for the project. KEOKUK WATER WORKS GIS

Poepping, Stone, Bach & Associates, Inc. has been involved with the Keokuk Water Works Department in Keokuk, Iowa GIS project since 2002. Poepping, Stone, Bach & Associates, Inc. has developed the water utilities data set.

FT. MADISON, IOWA GIS

Poepping, Stone, Bach & Associates, Inc. has been involved with the Ft. Madison, Iowa GIS project since 2000. The project began with the development of digital Orthophotography. After the Orthophotography was developed Poepping, Stone, Bach & Associates, Inc. started with data conversion. The following layers have been developed as part of this project: addressed street centerlines; city limit boundaries; zoning; address points; and water utilities. Poepping, Stone, Bach & Associates, Inc. is currently under contract for continued data development.

MASON COUNTY ILLINOIS GIS

Poepping, Stone, Bach & Associates, Inc. has been involved with the Mason County GIS project since 2002. The project began with securing a grant from the Illinois Department of Transportation for the development of GIS data. In the Spring of 2004 Orthophotography was flown and developed. After the Orthophotography was developed Poepping, Stone, Bach & Associates, Inc. started with data conversion and training of Mason County staff in the use of GIS.

MASON COUNTY ILLINOIS PARCEL MAPPING

Poepping, Stone, Bach & Associates, Inc. completed parcel mapping in Mason County. It included the conversion of all paper working plats to a digital GIS parcel layer for use in the Assessors office.

ADAMS COUNTY ILLINOIS PARCEL MAINTENANCE

Poepping, Stone, Bach & Associates, Inc. has been involved with the Adams County GIS project since 1992. The parcel maintenance project began in 2003. Poepping, Stone, Bach & Associates, Inc. is responsible for updating and maintaining all parcels in Adams County in a timely manner. Updated parcels are delivered to the Adams County Assessors office, as well as the Adams County GIS Committee.
