Reconstruction of 2nd Street & 15th Street, Keokuk, Iowa
PSBA was hired by the City of Keokuk to complete design services for the reconstruction of 2nd Street from Bank Street to Carroll Street and 15th Street from Fulton to Orleans. This project involved total reconstruction of approximately four blocks of 2nd Street and two blocks of 15th Street. PSBA completed preliminary and final plans, specifications and contract documents and prepared cost estimates for the City. During construction PSBA staff provided construction staking services and assisted with construction observation upon request.
Design of 15th Street was complicated by the fact that the existing street surface was very narrow. The goal of the project was to widen the street to a width comparable to others in the neighborhood and to improve the street’s flow of traffic. Another complicating factor was that the intersection of 15th Street and Orleans Avenue was in a low area, subject to flooding. A second goal of the project was to improve drainage in this intersection while accommodating the City’s sanitary and storm sewer separation objectives.
Due to funding concerns the Second Street improvements were constructed after the 15th Street improvements. The Second Street design was complicated by the fact that there was no existing curb and gutter in this section of 2nd Street. Street, alley and driveway grades were carefully reviewed to make sure construction would not adversely affect the drainage of the surrounding areas and adjoining properties.
