Since joining PSBA, Mr. Poepping has been the Corporate Officer in charge of all land surveying and general civil engineering work for the corporation. His engineering experience encompasses a wide variety of projects including transportation studies, intersection design, road /highway design, bridge design, land surveying, sanitary and storm sewer design, park design, abandoned strip mine reclamation projects, investigations, specification writing, proposals, estimating, construction observation and management of projects. Mr. Poepping also serves as PSBA’s lead professional in the development of geographic information systems (GIS). He has attended numerous training seminars and has recently served on the Federal Geographic Data Committee. This committee sponsored four Geospatial Data Framework Workshops throughout the country which concentrated on developing the National Spatial Data Infrastructure (NSDI) Framework. In addition, Mr. Poepping serves as the City Engineer for a number of Illinois communities. Before joining Poepping, Stone, Bach & Associates, Inc. (PSBA), Mr. Poepping held the position of City Engineer for the City of Quincy, Illinois. Prior to that time, he was employed by the Illinois Department of Transportation as a Civil Engineer.

Mr. Stone is a Registered Land Surveyor with over 30 years of experience. Since joining PSBA, Mr. Stone has been in charge of the Surveying Department for the firm. He has been involved in the survey of numerous projects in the City of Quincy and in communities throughout the states of Illinois, Iowa, and Missouri. Examples of the types of surveys Mr. Stone has been involved in include: roadway improvements, right-of-way allocations, bridges, utilities, solid waste management sites, coal mine reclamation projects, railroad spurs, airport runways, residential subdivisions, individual properties, and a wide variety of building construction projects. Mr. Stone is also involved with obtaining highway and utility permits for our clients. Before joining Poepping, Stone, Bach & Associates, Inc. (PSBA) in 1970, Mr. Stone was employed by the City of Quincy’s Engineering Department as a project engineer for various City projects. In addition, Mr. Stone was employed by the City of Quincy’s Water Department where he supervised new construction and was involved with maintenance issues.

Mr. Stone will become the president of the Illinois Professional Land Surveyors Association at the annual Spring 2000 meeting. IPLSA is the only statewide association that represents professional land surveyors in the state of Illinois and is the oldest land surveying organization in the United States.

Mr. Dicks worked as a surveyor before becoming a GIS technician. Some of the projects he worked on include, GPS section corner and boundary location for improvements on US 136 in Mercer Co. MO. He performed hydraulic and topographic surveys for US 61 in Lewis and Clark Co. MO. He has also been on construction staking projects for IL 96, and Hannibal Municipal Airport. Mr. Dicks has also been involved in many boundary and topographic surveys in the area. He is capable of using all types of survey equipment including GPS, total stations, levels, and data collectors. As a GIS technician he has created and attributed digital water lines for the city of Canton, MO. He has also edited and updated sewer lines for Canton, MO. He also has been involved in the addressing of Lomax, IL.

Since joining PSBA, Mr. Flood has been involved in the design of numerous Iowa Department of Transportation, Industrial, Municipal and privately owned projects. Mr. Flood has also been involved with creating right-of-way parcel and acquisition files for the U.S. 218 project, US 61 project and the Keokuk Municipal Airport project. He has been involved with the design and survey of several subdivision projects as well as doing boundary surveys, writing legal descriptions and does the researching of title information. Mr. Flood is a licensed Land Surveyor in Missouri, an APWA Certified Inspector and Troxler Certified. He has also inspected and completed construction staking on several street, storm sewer, sanitary sewer and water projects while employed at PSBA. Mr. Flood was an Engineering Technician with the City of Olathe, Kansas prior to joining PSBA in 1990. At the City of Olathe, he was responsible for the preparation of plan design specifications and engineering estimates for various projects. Prior to this he was employed as an Engineering Technician with Hamilton & Associates, Inc., in Kirksville, Missouri where his duties included drafting (computer-aided and manual), preparation of bridge and street plan design, specifications, engineer estimates, survey party chief, materials testing and construction inspection.

Since joining PSBA, Mr. Freiburg has served as an Architect I and has continued work as an architectural project manager. Before joining Poepping, Stone, Bach & Associates, Inc. (PSBA) in 1995, Mr. Freiburg was a Planner for the Sarasota County Planning Department in Sarasota, Florida. At this position, he primarily worked on long range planning studies such as corridor plans and sector plans and was the County’s first urban designer. Other responsibilities included ordinance writing, reviewing rezone petitions, zoning ordinance amendments, site plan design and review, creation of urban design regulations, conducting public workshops, working with citizen advisory committees, and serving on a task force for Crime Prevention Through Environmental Design (CPTED) for the City of Sarasota, Florida. Prior to that, Mr. Freiburg was employed as a project architect where he was responsible for all phases of project management, including design, creation of construction documents, and construction administration.

He has been involved in the surveys of the US Highway 61 project in Lee County, Iowa; the horizontal & vertical control & land surveys for F.A. Route 745 (IL Route 104), Adams County, Illinois and the engineering survey for the Central Illinois Expressway project. He has also been involved in the construction observation of numerous projects for the firm. These include the Keokuk Municipal Airport; City of Warsaw, Illinois sewer line extensions; City of Carthage, Illinois sewer line reconstruction; and the construction of a replacement bridge on the South 5th Street Bridge Over Soap Creek, Keokuk, Iowa. This included liaison with the designer and contractor; construction inspection; interpretation of plans and specifications; quantity takeoffs; estimating; change order negotiations and processing; and preparation of monthly payments to the contractor.

    Since joining Poepping, Stone, Bach & Associates, Inc. (PSBA) in 1984, Mr. Vahle has been involved in numerous surveys for the firm. Mr. Vahle has been in charge of the survey crews and has drawn up plats and legal descriptions for various surveys. He has researched title information, performed boundary, topographic, G.P.S. surveys, prepared plats of survey and subdivisions and written legal descriptions. His other responsibility include being in contact with clients throughout the project, seeing job through from start to finish, keeping the Engineering Aides busy, and help in scheduling all survey work that is performed in our office. A few of these projects include: Mine Reclamation projects; Hydraulic Surveys, Analyses and Bridge Inspection Reports for 11 Structures, District 6; Utility Relocation Survey, Mississippi River Bridge, Quincy, Illinois; Surveying for the Reconstruction of Ill-96 Highway Bridges over Horton & Dutch Creeks, Pike County, Illinois and the Keokuk Bridge Survey for Replacement over the Mississippi River, Keokuk, Iowa.
